Decision making (Cabinet and Committee information)

Joint Delivery Committee : Terms of Reference

Membership :

  • 4 Councillors from Adur District Council’s Cabinet; and
  • 4 Councillors from Worthing Borough Council’s Cabinet
  • (The Leader and Deputy Leader of each council shall not be a member)

Quorum : 4 members, 2 from each council

Regularity of meetings : At least 4 per year

Advisory functions

Delegated functions

  • To be responsible for the management of the joint services of the Councils as these are delegated to it pursuant to proposed decisions of the Councils;
  • To be responsible for the joint functions of the Councils as these are delegated to it pursuant to proposed decisions of the Councils other than those listed in Schedule 2 of the Joint Committee Agreement which shall be retained separately by the Councils;
  • To monitor the budget agreed by the Councils for joint services and joint functions which have been delegated to it and agree actions necessary to achieve the objectives whilst not exceeding budgets;
  • To monitor the implementation of each joint service which has been delegated to it and to agree actions to ensure that targets are met;
  • To monitor each joint service which has been delegated to it once established and to report to the Joint Strategic Committee any deviation from targets set by the Councils;
  • To provide information on the Committee’s areas of responsibility to the Joint Overview and Scrutiny Committee or to the Overview and Scrutiny Committees of the constituent Councils, upon request;
  • To refer any proposed expenditure in addition to budget allocations to the respective Councils for decision (subject to virements which may be allowed under the financial regulations).

Delegations to the Chief Executive, Strategic Directors, Executive Heads of Service and any limitations imposed are set out in the scheme of delegations to officers.
