Joint Staff Committee : Terms of Reference
Membership :
- 3 Councillors from Adur District Council (politically balanced); and
- 3 Councillors from Worthing Borough Council (politically balanced).
Quorum : 4 members, 2 from each council
Regularity of meetings : At least 1 per year
Advisory Functions
Delegated Functions
In respect of staff employed in posts serving the Councils jointly:
- To be responsible for the recruitment and selection of all staff at Chief Executive, Strategic Director and Executive Head of Service level (making recommendations to the Councils in respect of the Chief Executive and Strategic Director appointments)
- To be the final appeal, within the Councils, in all grievance and disciplinary matters relating to staff
- To determine terms and conditions matters in respect of staff where these are to be dealt with by Members.

Delegations to the Chief Executive, Strategic Directors, Executive Heads of Service and any limitations imposed are set out in the scheme of delegations to officers.
