Shoreham Harbour Regeneration Joint Committee : Terms of Reference
- That the Council enters into a Joint Committee arrangement with Brighton & Hove City Council and West Sussex County Council in respect of the Shoreham Harbour Project.
- The Council agree to the establishment of a Joint Committee of the Executives of the Authorities, consisting of two Executive Members from each Council and two non-voting representatives from the Shoreham Port Authority ('SPA'). The SPA representatives will be there to ensure that the Port's interests are considered.
- That Chairmanship of the Committee shall be rotated annually with no Council able to hold the Chairmanship for two years after it has held it.
- That there shall be no casting vote for the Chairman.
- That the Secretariat support shall be provided by Adur District Council.
- That the legal support shall be provided by Adur District Council.
- That the quorum shall be at least one Member from each Authority.
- That the Terms of Reference of the Joint Committee should, at this
stage, be:
- to receive advice on the appropriate arrangements for progressing the Shoreham Harbour Project as a formal partnership;
- to consider advice received under paragraph 1;
- to make recommendations to the participating Councils as to the options for the formal partnerships;
- to make recommendations as to the appropriate option for the Council to develop in conjunction with Shoreham Port Authority, South East England Development Agency and the Homes and Communities Agency.
