Introduction
Adur District Council together with Allianz Cornhill runs a low cost home contents insurance scheme for all tenants and leaseholders.
The scheme is voluntary and it is entirely at the residents choice if they wish to participate. There is no minimum time that residents have to be in the scheme as policies are issued on a fortnightly or monthly basis.
Concept
The concept behind offering such a scheme is to remove the traditional barriers that exist, for certain groups of people buying affordable home contents insurance :
- Cost
- Post Code
- Security levels (locks etc)
- Bank Account
Administration
All administration is undertaken by external administrators, who will :
- Process applications
- Issue all documents
- Answer queries
- Initially deal with all claims
- Collect premiums
- Manage arrears
Payment options and rates
Three options are offered :
- Fortnightly - by cash at the Post Office
- Monthly - by direct debit
- Annually - by cheque/credit card

Policyholder groups
There are two sets of premiums, one for over 60's and one for all others. The over 60's premiums are cheaper All policyholders will be eligible for the same.
The Housing Team's involvement
Is limited to ...
- Displaying posters and flyers at information points
- Including prospectus within info packs, i.e. new tenancy packs
- Making tenants aware, particularly after a disaster in the home, e.g water damage.
- Being enthusiastic about it!
Very important ... a complete information pack must comprise of :
- Prospectus
- Application Form
- Rate card (there are two, one for over 60's and one for all others).
Tenants will be unable able to obtain cover without all three of these documents
FAQs : Frequently asked questions
Q. I am a Leaseholder can I apply for this scheme?
A. Yes, Leaseholders are eligible for the same terms
as tenants.
Q. I live in a high-risk postcode, will my premiums be
higher?
A. NO, all tenants irrespective of where they live
can have access to the scheme at the same rates.
Q. I am a pensioner, do I get a cheaper rate?
A. YES, all residents aged over 60 will be eligible
for cheaper premiums, these are shown on the rate card.
Q. What type of locks do I need?
A. There are no special security conditions.
Q. I live in sheltered accommodation, does this affect
my cover?
A. Walk in theft or unexplained disappearances from
common areas are not covered, there must be signs of violent and forcible
entry or exit to the premises.
Q. Who is the insurer?
A. UK Insurance Limited, part of the Royal Bank of
Scotland and a sister company of Direct Line.
Q. How do I take out cover?
A. Complete the proposal form and return it to the
address shown.
Q. I already have insurance but this scheme is cheaper?
A. You will need to wait until the renewal of your
existing insurance policy, before you can switch.
Q. If I can't pay monthly by direct debit, what can I do?
A. You can choose to pay by cash at your local Post
Office, every fortnight. You will be provided with a Girobank payment card
free of charge.
Q. If I decide to leave the scheme is there a penalty?
A. No you may decide to leave the scheme at any time
without any penalty, as long as your payments are up to date.
Q. What cover is provided?
A. A summary of cover is shown in the prospectus,
a full policy document is available on request from the scheme administrators.
Q. If I have a claim, who do I contact?
A. You should contact the scheme administrators, tel
: (01962) 844454.
Q. How much does the Council make out of this?
A. Your Council has chosen to take no commission to
ensure that the premiums you pay are kept as low possible.
