: Gambling Act 2005
This year, the way gambling is controlled in the UK will change when the Gambling Act 2005 comes into force.
How will it work?
- The Gambling Commission will licence operators, and key staff in some forms of gambling, and
- local authorities will issue licences and permits for the use of premises for gambling.
What sort of Gambling?
It will cover :
- casinos
- bingo
- on-course betting and off-course betting offices
- lottery
- pool betting (e.g. football pools), and
- gaming machines
It won't cover :
- the National Lottery, which has its own legislation, or
- spread betting which is controlled by the Financial Services Authority (FSA)
What
is the purpose of the Act?
The Act only permits gambling within a controlled framework, The objectives of the Act are :
- "(a) Preventing gambling being a source of crime and disorder, being associated with crime and disorder or being used to support crime,"
- "(b) Ensuring that gambling is conducted in a fair and open way, and"
- "(c) Protecting children and other vulnerable persons from being harmed or exploited by gambling."

Transitional Arrangements
The Government have set out how existing businesses and licence and permit holders will transfer from the existing systems to the new system :
