Parking order comes to Adur
Ref : 08/053 : Date : 18-06-2008
Civil
enforcement officers (CEOs) will start work in Adur from January 2009 making
parking easier for local businesses, shoppers and visitors.
Council Leader Neil Parkin has already highlighted the difficulties of town centre parking with people overstaying the time limit, clogging up spaces and causing obstruction to emergency vehicles.
He said: "This is good news for Adur and I’ve made my views quite clear on this."
"As long as people park where they should for the right length of time then the motorist will not notice a change. This scheme will not change any of the current parking controls and is not bringing in charged parking. It will bring benefits and shops in Worthing are reporting increased business because shoppers can actually park on the streets."
"Having two CEOs would be a great step forward but we would of course like more, and being part of the Worthing scheme which is much larger will reduce costs and give us greater flexibility."
Local authorities are taking over the responsibility for parking enforcement from the Police across the country giving them the power to enforce parking controls. West Sussex County Council, in partnership with Adur District Council, has been given the go-ahead to apply to the Department for Transport for the new powers.
The scheme is expected to be cost-neutral to Adur District Council, and to run at no cost to the council taxpayer. The contract will be operated by NCP Services and managed as part of the Worthing Borough Council contract who introduced Civil Parking Enforcement in September 2007. Adur District Council will continue to manage it’s car parks and charging policy.
Deputy Cabinet Member for Strategic Planning and Transport for West Sussex County Council Derek Whittington said: "Civil Parking Enforcement has already been successfully introduced in Mid Sussex, the Horsham district and Worthing, and I am confident that Adur residents will soon see the benefits of having safer, less congested streets. This will improve the availability of on-street parking for shoppers visiting our town centres and will help to ensure that disabled parking spaces and loading bays are kept free for those people who have a legitimate right to use them."

Notes to editors :
- Civic enforcement officers will enforce parking regulations under the Civil Parking Enforcement scheme of The Traffic Management Act 2004.
- NCP Services is not the same organisation as NCP Limited, who are owned by different organisations. NCP Limited manage the car parks in Worthing and this is not being introduced to Adur - only the enforcement on the streets which is managed by NCP Services in Worthing.
