Former female street drinker gets second ASBO

A Worthing woman who persisted in behaving anti socially has been given her second Anti Social Behaviour Order (ASBO) and an eviction notice by Worthing Homes, despite significant efforts by agencies to support her to change her behaviour.

Laura Davies, 52, currently of Broadwater Street East, Worthing was initially given an interim ASBO by Worthing Magistrates' Court on 27 October. She was then given a full two year ASBO on 14th December 2010, after magistrates found the prohibitions to be fair and proportionate. If Ms Davies breaches the ASBO she could face criminal prosecution and face up to five years in prison.

Ms Davies anti social behaviour was reported to Police and the Anti Social Behaviour Team at Adur & Worthing Councils. With her on/off partner, she was witnessed drunkenly shouting, screaming and using offensive language that could easily be heard by people who lived nearby.

Prior to living at the address Ms Davies was a street drinker and first received an ASBO in 2006. This was extended for one year in 2009. She had been working with support agencies to address her behaviour but eventually failed to attend meetings.

PC Marvin Lucas, who heads up the Op Reform team, said: "It is clear that collaborative work between all agencies can have a direct impact on issues within the community. In this case it sends a clear message to individuals that their sustained and prolonged ASB will not be tolerated. Sussex Police will target individuals who continue to behave antisocially and strive towards protecting the community."

Adur & Worthing Safer Communities Partnership Chairman Peter Latham commented: "This action proves that the key to reducing anti-social behaviour lies in working with other partners and the local community."

Her new prohibitions are:

  • Engaging in conduct which causes, or is likely to cause, nuisance, alarm, distress or harassment to any person not of the same household;
  • Using or threatening violence towards any person not of the same household;
  • Associating with her partner within Flat 1, 145 Broadwater Street East, Worthing;
  • Consuming alcohol in a public place EXCEPT on licensed premises unless otherwise barred from the licensed premises;
  • Being in possession of alcohol in open bottles, cans, cups or containers in a public place EXCEPT on licensed premises unless otherwise barred from the licensed premises.

The ASBO is in place until 14th December 2012.
