Specific parking bays

There are no resident permit bays or pay and display bays on the streets in the Adur District at present, although there are plans to consider a Controlled Parking Zone at a later date if required. This will only be done after a full consultation has been carried out with residents and businesses by West Sussex County Council.

Solo motorcycle parking

Motorcycle parking signThere are no specific motorcycle bays on the streets in the Adur District at present, but :

  • Motorcycles and scooters must be parked at right angles to the kerb and with the back wheel facing the kerb. They may also park considerately between residents’ cars.
  • Motorcycles and scooters should not be parked on the footway.

Road markings and signsThe Highway Code includes some very useful advice and tips on where and how you can (and can't) wait or park on the road.

It includes details of what different road markings mean (eg, single and double yellow lines, loading restrictions shown by yellow marks on the kerb, white lines, cross hatching, zig-zag lines, etc).

It also explains different road sign plates relating to parking and waiting.

Suspensions of parking bays in the Adur District

Suspensions of parking bays may be arranged for :

  • House or office removals
  • Funerals or weddings
  • Essential work on the highway
  • Essential deliveries (e.g. building materials)
  • The placement of skips
  • Special events
  • Filming
  • Facilitating the movement of traffic or safety reasons.

Although many suspensions are arranged in advance, they may also need to be arranged at short notice, in the case of emergency works for example. However, the Traffic Management Act 2004 requires a minimum of 24 hours notice of suspended bays to be given to other motorists for them to be enforceable.

Once a suspension has been authorised, warning signs will be put into place. Suspensions can only be applied to parking bays, not lines. The sign will state the dates between which the suspension will be in force, exact location of the suspension and purpose of the suspension.

Vehicles that park on the notified suspensions will be issued with a Penalty Charge Notice. This provision also applies to householders who have arranged a suspension for removals or work on the property, as the suspension does not permit the householder to park his vehicle there.

Charges for suspensions currently stand at £15 per day or £60 per week (as at 05/03/2009). Charges will be waived in the event of a wedding/funeral or for charitable organisations. All vehicle details will need to be provided for those parking in the suspension.

Applicants will need to provide their name, address, telephone number, the location of the suspension, how many bays are required, the dates when the suspension is required and the reason for the suspension. All applications must be made to the Parking Shop, 52 Chapel Road, Worthing.

Dispensations in the Adur District

Dispensations are issued to commercial vehicles and trades people such as plumbers, electricians and telephone engineers, allowing parking in free limited waiting bays (eg free parking for 1 hour, no return within 1 hour bays) and on yellow lines (not taxi ranks, disabled bays, bus stops or loading bays) at or near customer’s properties. Dispensation Notices may typically be issued for legitimate works requiring the use of tools and equipment that cannot easily be removed from the vehicle or where the vehicle itself is needed in order to carry out a function e.g. as a mobile power source for other equipment.

These can be purchased at a current cost of £1 per day or £5 per 6-day week (as at 05/03/2009) and will have the name or names of roads/address being visited printed on them. They will be issued to commercial vehicles and vans but not to private vehicles, unless proof of commercial insurance for the vehicle can be provided.

Applications for notices may be made in advance as long as the issuing authority is provided with all of the necessary details e.g. location/duration of works/vehicle registration. Advance applications must be made to the Parking Shop, 52 Chapel Road, Worthing.

Applications for notices may also be made for emergency works where advance notice is not possible. These may be purchased either from the Parking Shop as above or from the Shoreham Cash Office at the Adur District Council, Civic Centre Offices in Shoreham for emergencies in the East of the District. Note :

The chief criterion in deciding whether a vehicle should be granted exemption is whether it is essential that the vehicle is left on-street (either in a parking bay or on yellow lines) close to a property in order to carry out a particular function.

The authority reserves the right to assess each application for exemption on its merits to determine whether an exemption is essential and therefore justified.
